Just connect the ground output (black) to the POSITIVE supply of the circuit, and the -12V (red) connector to the GROUND Supply. Be sure to have the circuit isolated from any other circuits including any output signals..

Pinout of this unit is the standard ATX available easily searching in Google. as far as I know, Dell use a different pinout on their PSU. Detected the ground GND and probe them in respect of GND on the Dell side and make the adaptor. That's what I would do
